Board Minutes, September 10, 2007

 

 

Meeting called to order at 1:01 pm by Edward Bradford, Chairman.

 

Board Members Present:  Edward Bradford, David Howelman, Dr. Mary Kokosky, Robert Straw

Absent:  Don Schuiteman

Also present:  Carol Mitchell, COA Director. Tom Comfort (with Marshall Construction) arrived at 1:30pm

 

            Motion made by Dr. Kokosky and supported by Howelman to approve the Agenda with Donation for Truck added under new business.   Motion carried.

 

            Motion made by Howelman, supported by Straw to approve the minutes of the August 6, 2007 regular meeting as presented.  Motion carried.  

 

Reports:

            Monthly Expenses.  Financial reports & Nifty Thrifty reports were presented by Mitchell.  Total expenditures for August were $101,045.51 with $41,727.75 in bills and the rest in payroll and benefits (3 payday month). Cash with the county as of 8/31/07: $179,735.62.  AAANM budget:  Received $489,369 (98.57%) with $7,111 pending, expended 456,829 (92.01%).  Business Operations Budget:  Received $547,687 (92.64%), expended $471,949 (79.83%).  Business Operations has overspent Home Delivered budget line (141.48%) and Congregate Meal budget line (138.12%).  Nifty-Thrifty: 569 Donators, 885 Clients, 329 Seniors and 49 volunteer hours between 4 volunteers in August.  Motion made by Howelman supported by Straw to accept the financial reports as presented.  Motion carried.

 

Programs:

            Congregate and Home Delivered Meals programs were reviewed. Congregate: Ordered 2,442 cumulative 22,567.  Served 2,432 cumulative 18,874.  Home Delivered: Ordered 4,321 cumulative 41,082. Served 3,900, cumulative 36,651. Total waiver meals served:  3,644.  USDA Meals served:  55,525.  Transportation and the Senior Companion Programs remain unchanged. Personal Care: CSS 44 clients / 362.0 hours, AAANM 6 clients / 96.0 hours.  Respite: CSS 14 clients / 213.0 hours, AAANM 3 clients / 44.0 hours.  Homemaker: CSS 72 clients / 218.0 hours, AAANM 4 clients / 45.5 hours.  HomeChore 9.5 hours for 6 clients.

 

Old Business:

 

Bids for 2007/8 Snow Season:  A motion was made by Bradford, supported by Dr. Kokosky to approve bids for residential removal as recommended by the Office Manager.  Tom Comfort from Marshall Construction provided input to the board regarding the bidding process.   A motion was made by Dr. Kokosky, supported by Bradford to rescind the previous motion.  Motion carried.  A $31.00 per ˝ hour cap was discussed to provide services in the four areas of Bellaire, Central Lake , Elk Rapids and Mancelona.  Bradford moved that a cap of $31.00 be established and to ask the contractors for a list of area to be covered.  The board will approve all contractors submitting bids if they accept the cap.  Motion was supported by Howelman.   Motion Carried.

Discussion was held regarding the price of snow vouchers for clients during the 2007/8 winter season.   A motion was made by Howelman and supported by Bradford to increase the price of the vouchers to $10.00 each.   Motion carried.

 

(Action was not taken on snow removal bids for the Bellaire Senior Center, and will be placed on the agenda next month.)

 

Events Coordinator:  The salary earned at time of maternity leave was approved by the county for Chris Larsen.   She will be working with the Bellaire Computer Lab for the time being.

 

IT Committee:  The COA offices will be connected to the county, which will include online computer functions, telephone system, etc.

 

New Business:

 

Ray Mills – Area Seniors, Inc.: Ray Mills presented a 2007 progress report and discussed plans for a senior activity center behind the Bellaire Senior Center.

 

Damage to 2005 Chevy MOW Truck (White):  There was $1,480.75 damage done to the truck.  County has $1,000.00 deductible – no word from the insurance company on coverage of difference.  No action taken.

 

Dishwasher at Bellaire Senior Center:  The current dishwasher has a bad pump and seal, and it will cost $2,400 for a new pump and installation.  New dishwasher cost is $2,805 plus shipping and installation.   No action taken.  (Will be on next months agenda for action)

 

Red Truck:  Mitchell noted that there are two different people that are interested in buying it.  Estimated resale value is between $2,385 and $3,450.  It was noted that it is still our “back-up” truck, and we won’t sell it until January 2008 or later. 

 

Police Car:  The Police car has been sent out to auction by the county.  Blown brake line – not drivable.  County will advertise via classified ad.

 

Policies and Procedures:  N.W. Michigan Community Health Agency regulations received.  Policy for informing food employees regarding codes and regulations, and document orientation in employee file.  Motion made by Howelman and supported by Straw to adopt the new Policy and Procedure.  Motion carried.

 

Donation for Truck:  $4,000 was received from a private individual through the Lutheran Endowment Fund.  Total donations to date:  $20,795.  Mitchell noted that there is another donation coming from Calvary Lutheran in the amount of $3,000.

 

Mitchell provided the Board with copies of thank you notes received during the past month.

 

            Public Comment:   None.

            The next regularly scheduled board meeting will be Monday, October 8, 2007 at 1:00pm at the Bellaire Senior Center, 308 E. Cayuga, Bellaire.
