1.        Meeting called to order at 9:05 a.m.

2.        Public Comment

 

None.

 

3.        Sheriff Department Update / Budget

Sheriff Terry Johnson joined the meeting. 

 

 

Sheriff Department Budget:

 

Motion by Dave Howelman, supported by Bernie Blackmore, to approve the Sheriff Department 2009 budget (301) request along with the capital outlay request for submittal to the Finance Committee. Motion carried – Unanimous.

 

 

Marine Patrol Budget:

 

Motion by Dave Howelman, supported by Bernie Blackmore, to approve the 2009 Marine Patrol budget with capital outlay request for submittal to the Finance Committee. Motion carried – unanimous.

 

 

Secondary Roads:

 

The Sheriff informed the Committee that the cost of the 4X4 vehicle (the capital outlay request) will be reimbursed by the State.

 

 

Motion by Dave Howelman, supported by Bernie Blackmore, to approve the 2009 Secondary Road Patrol budget along with the capital outlay request for submittal to the Finance Committee. Motion carried – unanimous.

 

 

Jail Budget:

 

Motion by Dave Howelman, supported by Bernie Blackmore to approve the 2009 Jail budget, along with the capital outlay (guns for corrections officers) for submittal to the Finance Committee.  Motion carried – unanimous.

 

 

Animal Control:

 

The Sheriff indicated the budget includes options for increasing the part-time employee to full-time, or an increase in part-time hours.

 

 

Motion by Dave Howelman, supported by Bernie Blackmore, to approve the 2009 Animal Control budget as amended and the capital outlay for submittal to the Finance Committee.  Motion carried – unanimous.

 

 

Road Patrol:

 

Motion by Dave Howelman, supported by Bernie Blackmore, to approve the 2009 Road Patrol budget for submittal to the Finance Committee.  Motion carried – unanimous.

 

 

 

911 Training:

 

Motion by Dave Howelman, supported by Bernie Blackmore, to approve the 2009 911 Training budget for submittal to the Finance Committee.  Motion carried – unanimous.

 

 

E911 Operating:

 

Motion by Dave Howelman, supported by Bernie Blackmore, to send the 2009 E911 Operating budget and the 2009 E911 Wireless budget along with the equipment request to the Finance Committee without recommendation.  Motion carried – unanimous.

 

 

Local Corrections Officer's Training (LCOT) and Michigan Justice Training (MJT):

 

Motion by Dave Howelman, supported by Bernie Blackmore, to approve the 2009 LCOT and MJT budgets for submittal to the Finance Committee.  Motion carried – unanimous.

 

 

Jail Inmate Proceeds:

 

Motion by Dave Howelman, supported by Bernie Blackmore, to approve the 2009 Jail Inmate Proceeds budget for submittal to the Finance Committee.  Motion carried – unanimous.

 

 

Snowmobile Grant:

 

Motion by Dave Howelman, supported by Bernie Blackmore, to approve the 2009 Snowmobile Grant budget along with the capital outlay request for submittal to the Finance Committee.  Motion carried – unanimous.

 

4.       

Animal Control Update

The Animal Control department has been busy picking up abandoned animals.  Sheriff Johnson thinks this is due to the increase in foreclosures and the economy in general.

         

5.       

Emergency Services Coordinator - Defibrillators

Carl Goeman, Emergency Services Coordinator joined the meeting. Mr. Goeman informed the Committee he has purchased five (5) new defibrillators for the County.

 

Sherry Comben, Treasurer informed the Committee that she did not want her department to be responsible for the upkeep of the defibrillator in the County Building.

 

The Committee had questions about liability and placement of the defibrillators.  Mr. Garwood and Mr. Goeman will bring more information and recommendations to the next meeting.

 

6.       

Fire Alarm Drills

The Committee directed Mr. Goeman to conduct a planned fire alarm drill and report back.

 

7.       

Medical Examiner

Mr. Garwood, on behalf of Dr. Dewey Benson, Medical Examiner expressed appreciation for the support received by the Commissioners for the Medical Examiner department.
